I'm afraid that what you're seeing is a reflection on the lens of KITT's scanner, which is switched off in that image.

that shot was taken on the set of ep 17...how do i know this? because the interview with GST, he's wearing the same Mac & Cheese shirt...and it looks like they are at the bank where ep 17 takes place...
