I'm a little confused with this episode because at the end of the episode "Trust Doesn't Rust" we clearly see KARR fall off a cliff and blow up into a millon pieces. So how can KARR come back?

The working theory is that it was an expulsion from K.A.R.R.'s exhaust from the impact of the fall. K.A.R.R.'s body would not blow apart because of the Molecular Bonded Shell. During the two years in the salt water and sitting in the sun, it was theorized that K.A.R.R.'s scanner lens also got bleached yellow. As for the sudden appearing license plate in "K.I.T.T. Vs. K.A.R.R.," you could say that it was always there but perhaps covered with soot from the warehouse throughout "Trust Doesn't Rust" and naturally washed off from the salt water at the beach.
