I noticed on page 2 of the videos which I just discovered from NBC.com that they show the entire showcase of the unveiling of the new KITT. If you look when they bring out attack mode KITT, you can see the scanners actually are lighted and moving or as you can say oscillating.

Also, why doesn't all the types of KITT's have a scanner, budget maybe? I remember Shapeshifter telling me about that.

In the new series' defense, classic K.I.T.T.'s scanner only turned on periodically throughout the first two seasons of the original series. It would generally only go on when Michael told K.I.T.T. to scan something, or if bad guys tried breaking into him, etc.
It wasn't until seasons 3 & 4 that the scanner was on 24/7, which I liked much better. When it was on 24/7, it was more like a computer that always has to be operating and the only times it went off is when K.I.T.T. was destroyed or shut down. Same thing with the dashboard; it always had some lights on, while others lit up in sequence like on the voice modulator. So I'm going to assume that since we now have two modes that the Knight 3000 will be in, the scanner will only be operational in "Attack Mode" so as to keep the standard mode more inconspicuous.

Well that is true what you have stated but I was thinking that it would also go on when KITT is in modes such as Remote KITT and Attack KITT. As well as scanning for things, database info search, etc. When in remote KITT the scanner should be lighted for guidance or whatever it is to naviagate and when in Attack KITT to have the scanner on for precision as well as in a pursuit like the original, and of course b/c it looks cool!

I kinda liked that it would turn on and off in the original, it made a bit a sense that KITT would only need it when actively scanning. There were times that it should have been on and wasn't (for example, if KITT is driving, there's no reason why the scanner would be off). Also I loved how they would use the scanner - and the sound effect - to show emotion. Like if they asked KITT a question he didn't want to answer (like when he bet on horses or something to that effect) and all you would hear was the scanner whoosh.
