You can take an ordinary picture in photoshop do a motion blur for the background and then do a radial blur on the wheels its quite simple when you know how if anybody wants me to do a pic for them i will be more than happy to.And if anybody wants instructions on how to do a pic i would also be more...

Its most likely a lighting issue or something else.I seriously doubt that Justin would change shirts film a bit then change back.Or it could be a screw up due to the re editing involved do to NBC rearanging the episodes.
