Is it possible that this image appears in the television series Knight Rider in the episode "Knight of Phoenix" is David Hasselhoff or Larry Anderson?

Fairly certain it's Hasselhoff they did that scene with since you wouldn't really see his face anyway, I think they might have shown his face if it wasn't. IIRC Larry Anderson's face was shaped differently, wasn't it? As in it wasn't as round? I played the brightness and contrast and it looks even more like it's Hasselhoff.
EDIT: Beat me by a minute!

The new and again improved evil's advertisement is currently too long and too badass to display here. But let's just say that with now 50% more evil, this **** is great!

Yes it is Hasselhoff, they discuss it in the commentary. Both Glen and David jokingly say that the reason was because Hasselhoff was cheaper. But who knows it could have been a scheduling conflict with the other actor.
Apparently in this shot David forgot to put the car in park when he stepped out. Ooops!

From what I remember reading, the only part that has Larry Anderson is the stuff at the casino. As soon as the show goes to the scenes inside Michael Long's car that is the Hoff.

It is the Hoff and Its called artistic foreshadowing (Pun Heavily intended) of what he was about to become. If they ever remade the pilot, I would keep it the same. The guy who plays Michael Knight should be in the shadow, not the guy who plays Michael Long because it prepares the audience for what will be next (let alone it makes it more believable when the guy changes his face).
Nothing gold can stay. The Sun sets and it becomes a purple desert...then you get run over by a black car!!!

Pretty sure it was confirmed to be David Hasselhoff....besides that - why else would they have darkened his face?
