I think only since season 3 the car definitely has no seat belt and uses the laser restraint system. Seat belts are being used at times if you pay close attention.

The buttons could also serve as backup. If the computer system fails, the car could still be operated, others might just be there for driver confirmation so that a computer malfunction could not cause major damage or kill somebody.
