I'm wondering, that if The Old Road and Interstate 5 run parallel to each other, then that scene couldn't have been filmed there, as the traffic in the background is nowhere near the road that Michael and KITT are on ? :?

The spin you're referring to is the first single spin that car thief Jackson (played by Michael D. True but Star Trek generally had the same writers all the way through the series the only change came during TNG when the TOS staff retired and were replaced by the likes of Micheal Piller and Ira Behr apart from that there were no changes the special effects drastically improved with the introduct...
