The whole climax of the episode takes place on the Newhall Film Ranch...from KITT chasing the armored cars, turbo boosting over the limo, flipping the two armored cars and killing Margo at the Third World leader summit:

The location used for Redmond's Victory Academy was Camp David Gonzales in Calabasas, a secure detention camp for delinquent minors in juvenile rehabilitation programs.

The scene in ‘Trust Doesn't Rust’ where Tony drives KARR to the entrance of the County Warehouse is simply footage reused from ‘A Plush Ride’.
