TV's Greatest Villains of All Time

Just a random sighting...
Biography Channel had a special counting down TV's greatest villains. They were focusing on regular series characters (Mr. Burns, J.R., etc.) so none of Knight Rider villains would have counted. It was a typical countdown show featuring soundbites from lots of celebrities. When they got to "The Batman Villains", they had a clip of Yancey Arias (Alex Torres) saying how the Joker was one of the scariest bad guys he had ever seen.
He was standing in front of an NBC backdrop, so I don't know if this was an old special I'm just catching now.
