From what I could tell at the festival, it seemed to be a modified trans am steering wheel and then some sort of stickers or magnets that laid over the stock gauges that were designed to look like KITT's dash. It's not a real KITT dash, but I still thought it looked pretty awesome!

Where can I get overlays like that?!?!?!?

The scanner he has he built for really cheap using led strips that you can get on ebay. the printed electronics he has are stuff he printed off the internet and laminated
