I also thought it was a synthisizer, especially considering how the entire opening theme was done completely on a synth.
I'm open to anyone else who can tell us for certain how it was done.
I tried to email Don Peake but the address on his website just bounces back.

I'm tellin' ya guys. I really would vote that (lacking any confirming knowledge) that sound was made on a program called TurboSynth. It was REALLY popular back in the 80's because it could synthesize sound waves, by utilizing a digital representation of the wave. (Just like digital audio does today). You could do all sorts of things with it, including speed modulation, frequency editing, you could play with the ADSR (Attack, Decay, Sustain Release) etc. etc. Some of KITT's other sound effects sounds like stuff I did with TurboSynth when I was in my first audio tech class back in the day. Basically you create your own sounds from scratch, using the frequency waves themselves.
If I were a betting man, I would put money on it
