Deveo is hard to get a hold of these days, his email is daan@theknightrider.com though.
I can tell you the two Knight Rider games were made with Gamebryo and then Gamebryo Lightspeed for the sequel. To modify the models and extract art from the game you need a tool called NifTools. You also have to find other games made with the same engine around that time like Oblivion mod tools. It's all trial and error. You'll find most of the game is exposed threw ini files so if you want to edit kitt's physics for example just dig around in the game with a text editor like Notepad++ and make some value changes and just see what happens. Sorry I can't be of much more help.
I was looking threw some old stuff from 2013 and found some of the stuff I was doing with the tools like upscaling the art from 128x64 pixels to HD. Nothing too exciting lol Deveo was doing all the fun stuff like updating the characters and giving/fixing kitt's features.

i remember editing those .ini files, i changed the turbo boost configs so KITT would lean the nose instead of simply levitating like he does in the game, you can make some simple but nice mods if you have the patience tho

Another fun fact he voiced both KITT and Michael because the publisher was too cheap to pay for voice actors. We've talked at great lengths with him he is absolutely a humble amazing guy.
