Alrighty, then...Let's try this variation...

KARR's/KITT's plans were not stolen directly from FLAG by these hackers. Instead, they were either recreated by one of the former personnel who helped build KARR/KITT AND THEN stolen via hacking from said person's computer. Or, one of Tanya Walker's hackers stole MORE than just Wilton's plane designs (KARR's schematic basics) but only gave Tanya what she was after. This person hung on to the plans for an incredible amount of years until either this person lost/sold/traded the plans for cash, had then stolen via hacking or just got around to building a brand new car for whatever purposes. Where this idea is concerned, we could even be so brash as to claim that someone pulled off the old "Remote 'Open door' override trick" and made off with KITT's physical blueprints. (I don't remember what they called that book in Goliath.)

After all, it DOES NOT HAVE TO come from The Foundation to be stolen. It's not like FLAG is giving all their current/former employees the "Government plan", (Top secret: Tell anyone and you won't see tomorrow.) now is it?

I support the classy portrait of Devon hanging on the wall, as well. Seems far better than this re-incarnated holographic concept. After all, if the movies overuse dead stars today via tricks/computer magic, will tomorrow's "non-animated" movies be made totally out of CGI people? Is that what we really want?
